There has been a long discussion about keepers and there is now a proposed rule change that would limit keepers.
Proposal:
keepers can be kept for one year after they appear on an owners roster
example:
2007 dave obtains ronnie brown for 1 point
for 2008 ronnie brown would cost 6 points
for 2009 he would be ineligible to be kept

There has been a rule proposed to change the keeper deadline.
Current Rule:
MAY 15, 2008 Keeper and League fee due.
The proposed rule:
move the keeper deadline from May to July 15th

There has been a proposed rule to speed up the draft:
Allow each owner the opportunity to select 2 keepers instead of 1 to get the draft over a little quicker.

Rules Discussion: Rosters lock time. January 6, 2008

There was some discussion about when rosters locked each week. The current rule calls for the rosters to be updated before NFL games start each week.
Current Rule:
Owners must update their team roster on the web site before the start of play each week.
In Conjunction with the following rule:
IX) THURSDAY/FRIDAY/SATURDAY RULE
1. All owners must update their roster page on the web site at least 15 minutes prior to the start of the game. Owners may make trades and changes under the following conditions:
a) The change does not affect a player who played on Thursday/Friday.
Which simply means, rosters lock at 1 pm on Sunday.
Here is the proposed rule:
Instead of rosters locking at 1pm on Sunday, as long as a player is not locked because their game has started, NERFL Owners may make changes to their active rosters.

Rules Discussion: IR’d Free Agents January 4, 2008

Over the past two seasons, players have been placed on IR and dropped at no salary cap charge to the team that dropped the player.
The Current Rule states:
There is no Dead Weight Cap Hit for any NFL player placed on IR and lost for the season.
There has been no rule for how a player who is on IR can be treated and therefore, some players on IR have been picked up off the free agent waiver wire for cheap and used as keepers. Therefore an amendment to the rule has been submitted.
Rule Suggestion: (changes are highlighted)
There is no Dead Weight Cap Hit for any NFL player placed on IR and lost for the season. When a player is dropped because they are on IR if any other NERFL Owner wants to pick up the player on IR, they must pay the price the player cost when they were dropped.
Please note: This rule suggestion, if passed, would go into effect for the 2008 NERFL season and would not affect any players selected off IR during the 2007 season.

Rule Discussions: These are ideas being tossed around until we come up with what seems like the best model to move forward for a vote. What has been proposed may be amended or changed as the discussion goes along. We are looking for input and/or agreement with ideas that have been proposed.
This season, many owners have brought up the scoring disparity that seemed to exist between RBs and WRs. Last Year, WRs and RBs scoring was changed so that WRs would be just as valuable as RBs. Some people have felt like the change has created a system where WRs have now become more valuable than RBs.
Here is the current rule:
Rushing: 1 point every 20 yards. 2pt bonus for 100 yds and 5 more bonus pts for 200 yds.
Receiving: 1 point every 10 yards. No bonuses.
There have been two suggestions for adjusting the rule to make RBs and WRs more equitable: (Changes will be highlighted)
Suggestion #1:
Rushing: 1 point every 15 yards. 2pt bonus for 100 yds and 5 more bonus pts for 200 yds.
Receiving: 1 point every 10 yards. No bonuses.
Suggestion #2:
Rushing: 1pt every 10 yards, no bonuses
Receiving: 1pt every 10 yards, 1pt per reception, no bonuses
