Rule Proposal: Keepers January 15, 2012

The DC Nukes have proposed the following rule:
Proposed Rule (to replace VI – D):
At the end of the season, owners may choose to keep two players from their current roster for the following year. If an owner chooses to keep a player or players, they must submit their league fee by May 15th and the name(s) of the NFL player to be kept by July 15th. If a new owner buys into the league, they will be allowed to keep up to two players from the roster of the team they are buying. Owners do not have to protect any players if they do not want to do so. If a player is protected, their cap value will increase by 20% (drop the decimal point) of the value of the NFL player or by 5 points on the fantasy roster; whichever is greater. If a player is placed on IR, cut by a team, or retires prior to the NERFL draft, the owner of that player will be allowed to add a replacement from their old roster under the “keeper rules.”
Haven’t we beat this horse to death yet.
I guess I want to ask; with the rosters proposal on the table that limits the ability to use any player you want and the proposal to reduce rosters by one player, now it is proposed to restrict the draft pool by another 12 players?
1/12 (8%) or 1/11 (9%) of a roster kept is fine but 16% to 18% of the draft class being off the table is asking a lot.

one is enough/ two is one too many especially with the number of years you are allowed to keep a player.
