Currently Rule III; Section A reads

“A) The Commissioner is the creator of the league.”

I propose additional language to this section as follows.

“A) The Commissioner is the creator of the league. When the original commissioner resigns, a new NERFL Commissioner will be selected by the ownership. All new commissioners must serve for a term of at least two years. Commissioners may stay in place for as long as they like, but upon their resignation, a new commissioner must serve at least two years when selected.”

Proposed Rule (to replace VI – D):

At the end of the season, owners may choose to keep two players from their current roster for the following year. If an owner chooses to keep a player or players, they must submit their league fee by May 15th and the name(s) of the NFL player to be kept by July 15th. If a new owner buys into the league, they will be allowed to keep up to two players from the roster of the team they are buying. Owners do not have to protect any players if they do not want to do so. If a player is protected, their cap value will increase by 20% (drop the decimal point) of the value of the NFL player or by 5 points on the fantasy roster; whichever is greater. If a player is placed on IR, cut by a team, or retires prior to the NERFL draft, the owner of that player will be allowed to add a replacement from their old roster under the “keeper rules.”

Note this rule is dependent on the result of Josh’s propsoal to reduce the team from 6 player positions to 5 player positions.  (A) will stand as the proposal if the Josh’s rule fails.  (B) will stand as the propose rule if it suceeds.

Proposed Rule (to replace VI – I)

NERFL Team Formation Starting Line-up Fromation:

(A):
1 TQB, 1 RB, 1 RB/WR, 1 FLEX, 1 WR, 1 WR/TE, 1 TE, 1 K, 1 DEF

(B):
1 TQB, 1 RB, 1 WR, 1 TE, 2 FLEX, 1 K, 1 DEF

Any combination of players that fill these settings which can be set in ESPN will be considered valid line-ups.

1) Reduce current rosters from 13 total players (12 NFL players and a defense) to 12 total players (11 NFL Players and a defense).

2) Reduce the starting rosters from nine total players (TQB, 6 Flex, K, DEF) to eight total players (TQB, 5 Flex, K, DEF)

Proposed Rule (to replace VIII – D):

Beginning after the 2012 season (exempting this off-season), trades between teams may only occur where each team involved in the trade loses a single player and gains a single player.  Each team involved in the trade must declare the player received in the trade as that team’s keeper for the following year with the following exceptions to apply after the NERFL trade has been accepted by the owners:

A)  The player received retires from the NFL
B)  The player received is placed on the IR for the next season
C)  The player received is released or traded by his NFL team

If one of these exemptions occur before the last day to declare a keeper, the NERFL team may change its keeper to another player on its team.

Here is my thought.  Right now, it doesnt make any sense to have trades between teams in the off-season unless the teams invovled in the trade intend to acquire a single player for a keeper.  It doesn’t make sense for teams to trade more than one player for a single player in return, since the gaining team can’t do anything with “extra” players.  The one counter to this is, “well, I should be able to decide who my keeper is upon the last day.”  But, I see this rule as a way to prevent collusion, even if it is completely unintentional.  If a two teams trade players and one team uses its player gained as a keeper and the other decides not too, even if it was a strong consideration at the time of the trade, they are still unintentionally helping another team without receiving any valid compensation.

For a concrete example, I have Victor Cruz and Greg Jennings both on my team for $1.  But, I also have Ray Rice, which is a strong contender for my keeper this year (again).  If I trade either Victor or Greg to another team and then decide to keep Rice and drop all players including the one(s) I would have received, it would give the team receiving the WR a possible advantage for a few years to come.

Now, I know we have never had a problem in this league with any type of collusion or anything like that.  I am not worried about it in the least bit.  But, I do see an oppportunity to help tighten the rule as we go forward since it is one that doesn’t make a lot of sense as it stands now.

I intend that this rule would work for trades involving more than two teams (three-way, four-way trades).  I would hope the exceptions would also help cover situations where a person is not screwed by external forces upon their player.

Once the playoffs are over, a NERFL owner may replace a player on IR with ANY other available player {including any player currently on IR} until the keeper date. At that time rosters are frozen with only the keeper on an owners roster and all other players are then available for the NERFL draft.

I propose a rule change to have a team kicker. Perhaps it’s me, but it seems like every year my kicker gets run into or pulls a hammie early in a game and you lose the kicker’s points for the rest of the game.  Similar to the QB, this is pretty much an exclusive position, which I feel should be scored by whomever is performing the role.

If an owner is unable to attend the draft, they must supply their own proxy.  If they are unable to supply their own proxy, no league owner who DOES attend the draft may be used as a proxy.

If an owner is unable to attend or chooses not to attend and does not have a proxy, they will be offered the ability to select a roster from the remaining players.

The NERFL Draft is on Saturday, August 25, 2012 in the Washington DC Metropolitan area.
